A public hearing to receive comments on a proposed permit modification for Synagro Central, LLC to land apply biosolids and water treatment plant residuals in Nelson County. Synagro Central, LLC. has submitted an application for the modification of an existing permit that would authorize the land application of biosolids and water treatment plant residuals as fertilizer to an additional 1929.7 acres of agricultural land at 9 sites identified in the draft permit and located within Nelson County. The permit limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. Modifications to this permit also incorporate amendments to regulations pertaining to biosolids, 9VAC25-32 and 9VAC25-20, which became effective on September 1, 2013. Significant changes involve provisions for biosolids staging, sign posting and notifications, landowner consent, setbacks and field operations.
