The Virginia Interagency Coordinating Council (VICC) meets quarterly to advise and assist the Virginia Department of Behavioral Health and Developmental Services (DBHDS) as lead agency for Part C (of IDEA), early intervention for infants and toddlers with disabilities and their families.
