In accordance with the provisions of Va. Code § 2.2-3707, the Finance Committee of the Board of Visitors of the University of Virginia will meet by electronic communication means at 11:00 a.m. on November 17, 2023. The method by which the Board chooses to meet will not be changed unless the Board provides a new meeting notice that complies with the provisions of Va. Code § 2.2-3707. This meeting will be an educational workshop on proposed undergraduate tuition and fee increases followed by a public comment session. In accordance with University Policy BOV-019, individuals will have the opportunity to provide comments to members of the Board of Visitors. Zoom participation requires registration by writing to boardofvisitors@virginia.edu and will open on the date the public notice is issued (November 6) and conclude at 5:00 p.m. eastern time on Thursday, November 16, 2023. Name, email address, telephone number, and affiliation with the university and/or the community is required for participation. Registered speakers will receive a Zoom link by email on the day of the meeting. • Each speaker may speak for a maximum time of three minutes. • Each speaker is requested to limit their comments to changes in undergraduate tuition and fees (as specified in the public notice issued on November 6, 2023 and attached to this meeting notice) or the intended uses of those revenues. Speakers wishing to have their comments entered in the public record may provide them in writing to the Secretary to the Board of Visitors at respond_uva_tuition@virginia.edu. Written comments also may be sent to respond_uva_tuition@virginia.edu. UVA Board of Visitors Meeting Notice regarding Tuition and Fees Monday, November 6, 2023 The UVA Board of Visitors will consider 2024-2026 tuition and fees for the University of Virginia and The University of Virginia’s College at Wise (the College at Wise) at meetings of the Finance Committee and the Board of Visitors on December 7-8, 2023. This notice is provided in accordance with §23.1-307(D), (E), and (F) of the Code of Virginia, which states that governing boards of any public institution of higher education shall not approve an increase in undergraduate tuition or mandatory fees without providing students and the public a projected range of the planned increase, an explanation of the need for the increase, and notice of the date, time, and location of the public comment meeting. The below information does not apply to the College at Wise. 2024-2025 and 2025-2026 Incremental Revenue: Any incremental revenue generated from these tuition and fee increases, coupled with cost savings, philanthropy, endowment earnings, and other revenue sources, will address faculty and staff compensation; unavoidable increases; utilities and other infrastructure; and Commonwealth and University-identified priorities. 2024-2025 and 2025-2026 Proposed Undergraduate Degree-Seeking Tuition and Educational & General (E&G) Fees: Board members will consider proposals to increase undergraduate tuition for 2024-2025 and 2025-2026 at the December 2023 Board of Visitors meeting. The University proposes an increase within a range of 3.0% to the current Higher Education Price Index (HEPI), currently 4.4%, for each academic year, 2024-2025 and 2025-2026. HEPI is a more accurate indicator of changes in costs for colleges and universities than the more familiar Consumer Price Index (CPI). It measures the average relative level of prices in goods and services purchased by colleges and universities. The factors that impact HEPI are broken into several categories that cover current operational costs of colleges and universities, including salaries for faculty, administrative, clerical and service employees, fringe benefits, miscellaneous services, supplies and materials, and utilities. The ranges proposed by the University of Virginia reflect the following: necessary compensation adjustments to retain and recruit faculty and staff, including compensation increases mandated by the Commonwealth, and rising costs in non-personnel expenses, including utilities, equipment, and other goods and services. If either HEPI or the unrestricted state appropriation is substantially different from the levels assumed, adjustments to these tuition and E&G fee rates may be needed. 2024-2025 and 2025-2026 Proposed Mandatory Non-E&G Fees: Mandatory non-E&G fees will increase within a range of 3.0% to 4.4% for each academic year, 2024-2025 and 2025-2026, to meet operating cost increases, including provision of mental health services, staffing shortages, and implementation of minimum wage increases. Workshop/Public Comment Meeting: The University of Virginia, together with The University of Virginia’s College at Wise, will hold an educational workshop for the public followed by an opportunity for members of the public to comment on the proposal for undergraduate tuition and fees on November 17, 2023 at 11:00 a.m. in accordance with University Policy BOV-019. • For the public comment session, individuals may provide comments to members of the Finance Committee and other members of the Board of Visitors on a first-come, first-served basis via Zoom, with registration beginning on the date the public notice is issued and ending at 5:00 p.m. eastern time the day prior to the public comment meeting (November 16). Any individual who wishes to speak at the meeting must register by sending an e-mail to boardofvisitors@virginia.edu, and include their name, email address, telephone number, and affiliation with the university and/or the community. Registered speakers will receive a Zoom link by email on the day of the meeting and should go into the meeting at 11:00 a.m. sharp. Those who register will receive a schedule of speakers with the Zoom link. • Each speaker may speak for a maximum time of three minutes. • Each speaker is requested to limit their comments to changes in tuition and fees as specified in the public notice, or the intended uses of those revenues. Speakers wishing to have their comments entered in the public record must send a written transcript of their comments to respond_uva_tuition@virginia.edu. • The Board would like to assure that any member of the University community who is interested in commenting will have an opportunity to be heard. Considering the unavoidable limitations of video participation, written comments are encouraged. Written comments will be accepted from the date that the public notice is issued and may be submitted via email to: respond_uva_tuition@virginia.edu.
