PURPOSE OF NOTICE: To announce an informational public meeting regarding an application to modify an existing permit that allows the land application of biosolids and water treatment plant residuals in Essex County. PUBLIC MEETING: Thursday, October 17th, 2024, at 6:00 pm – at the Essex County School Board Office -Board Room located at 109 Cross St, Tappahannock, VA 22560. PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit modification such as: site-specific information that DEQ may consider when drafting the permit modification; the standard content of permits; and how the public can provide comment on a draft permit modification. PERMIT NUMBER AND NAME: VPA00831– Synagro Central LLC – Essex County issued by the DEQ under the authority of the State Water Control Board. NAME AND ADDRESS OF APPLICANT: Synagro Central, LLC, 1681 Tappahannock Blvd, Tappahannock, VA 22560. PROJECT DESCRIPTION AND LOCATION: Synagro Central, LLC has submitted an application for the modification of an existing permit that would authorize the land application of biosolids and water treatment plant residuals as fertilizer to an additional 6,337.2 acres of agricultural and silvicultural land at controlled rates protective of water quality and human health. That notice will include instructions on how to comment and/or request a public hearing on the draft permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit. The public may review the permit application at the website named above, at the public meeting, by appointment at the DEQ office named below, or may request copies of the documents from the contact person listed below.
