PURPOSE OF NOTICE: To announce an informational public meeting regarding an application to reissue an existing permit that authorizes the land application of biosolids and water treatment plant residuals in Nottoway County. PUBLIC MEETING: Tuesday, November 19, 2024, at 6:00 pm – in the Crewe Library Community Room, located at 400 Tyler Street, Crewe, Virginia 23930. PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit reissuance such as: site-specific information that DEQ may consider when drafting the permit reissuance; the standard content of permits; and how the public can provide comment on a draft permit reissuance. PERMIT NUMBER AND NAME: VPA03023 – Nutri-Blend Inc – Nottoway County issued by the DEQ pursuant to applicable water laws and regulations. NAME AND ADDRESS OF APPLICANT: Nutri-Blend, Inc., PO Box 38060, Richmond, VA 23231. PROJECT DESCRIPTION AND LOCATION: Nutri-Blend, Inc. has applied for the reissuance of their existing permit to include 2,714.5 acres of new land application area. The permit authorizes the land application of biosolids and water treatment residuals as fertilizer to specific sites in Nottoway County, and limits the application of nutrients, metals and pathogens contained in these materials to amounts that protect water quality and human health. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit.
