PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) regarding a proposed landfill in Fluvanna County, Virginia. PUBLIC COMMENT PERIOD: MARCH 20, 2025 to May 16, 2025 PUBLIC HEARING: Fluvanna Community Center, Stage Room, 5725 James Madison Hwy, Fork Union, VA on May 1, 2025, at 6 pm PERMIT NAME AND NUMBER: Bremo Bluff Fossil Fuel Combustion Products (FFCP) Management Facility, SWP627 PERMIT APPLICANT: Virginia Electric and Power Company d/b/a Dominion Energy Virginia, 120 Tredegar Street, Richmond, VA, 23219 FACILITY NAME AND LOCATION: Bremo Bluff FFCP Management Facility, located on an adjacent parcel at the east side of the retired Dominion Energy Bremo Power Station located at 1038 Bremo Bluff Road, east of Route 15 (James Madison Highway) and north of the James River, in Bremo Bluff PROJECT DESCRIPTION: Dominion Energy Virginia has applied for a permit to build a new landfill, called Bremo Bluff FFCP Management Facility, adjacent to the retired Bremo Power Station. The proposed landfill has been designed in accordance the requirements of Federal Rule 40 CFR 257, as incorporated into the Virginia Solid Waste Management Regulations (9VAC20-81). The facility will receive mainly FFCP, consisting primarily of coal combustion by products, as defined under 9 Virginia Administrative Code (VAC) 20-81-10, which encompass coal combustion residuals (CCR), as defined under 40 CFR 257.53, during the closure of the CCR North Surface Impoundment (North Pond) located at the retired Bremo Power Station. The CCR in the North Pond was previously generated during operation of the retired Bremo Power Station. The North Pond is required by the Virginia Code ยง10.1-1402.03 to be closed by removal or beneficiation of impounded CCR. The landfill will include a liner system, leachate collection system, final cover system, and groundwater monitoring system as required by 40 CFR 257 and 9VAC20-81. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail (BremoPowerStationWastePermit@deq.virginia.gov), or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application at the DEQ office named below or at https://www.deq.virginia.gov/permits/public-notices/land-protection.
