Purpose of notice: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality regarding coal combustion residuals (CCR) surface impoundments at the Chesterfield Power Station in Chesterfield County, Virginia. Public comment period: MAY 9, 2025 to JUNE 25, 2025 Public hearing: Beulah Recreation Center, Classroom C, at 6901 Hopkins Road, Chesterfield, VA 23234 on JUNE 10, 2025 at 7:00 p.m. Information briefing: Staff will be available to answer questions during an informational briefing prior to the public hearing held at the Beulah Recreation Center, Classroom C, at 6901 Hopkins Road, Chesterfield, VA 23234 from 6:00 p.m. to 7:00 p.m. on the evening of the public hearing. Questions and comments made during this information briefing will not be part of the official public comment record. Permit name and number: Dominion Energy Chesterfield Power Station CCR Surface Impoundments, SWP619 Permit applicant: Virginia Electric and Power Company (d/b/a Dominion Energy Virginia) 120 Tredegar Street, Richmond, Virginia 23219. Facility name and location: The facility is located at 500 Coxendale Road in North Chesterfield County, Virginia. The surface impoundments are located to the southeast of the Chesterfield Power Station and bordered to the north by Coxendale Road and to the east by Henricus Park Road, to the south by Dutch Gap Conservation Area, and to the west by the James River. Project description: This proposed solid waste permit is to address closure of the coal combustion residual (CCR) surface impoundments at the Chesterfield Power Station in North Chesterfield County, Virginia. The proposed closure by removal of surface impoundments Lower and Upper Ash Ponds are addressed. This proposed permit also includes EPA CCR Rule requirements as well as groundwater monitoring and surface water monitoring at the facility for both CCR surface impoundments. The public may review the draft permit at the DEQ office named in the contact information below. Copies of the permit documents are also available at Chester Library, 11800 Centre Street, Chester, VA 2383. How to comment: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. Comments provided by hand delivery, postal mail should be sent to the contact identified below.
