Executive Order 50 Workgroup Meeting

Executive Order 50 aims to evaluate and ensure the adequacy of Virginia's laws and policies regarding sexual assault and sexual harassment in the Virginia National Guard and Virginia Defense Force while facilitating the proper support and response for our uniformed members who may be survivors of sexual assault or sexual harassment. Executive Order 50 tasks this workgroup with the following: 1. Conduct a comprehensive review of the current SAPR program, including the Sexual Assault Response Workforce (SARW) model, which consists of the Supervisory Principal Sexual Assault Response Coordinator (SARC), regional SARCs, victim advocates, and SARW program specialists; 2. Assess the efficacy of existing policies, procedures, and practices in addressing sexual offenses within the Virginia National Guard and Virginia Defense Force; 3. Identify any gaps or deficiencies in the current system and recommend necessary state-level interventions or enhancements; 4. Ensure that the rights and needs of victims are central to all evaluations and recommendations while protecting all existing procedural and due process rights; and 5. Submit a comprehensive report of its findings and legislative recommendations to the Governor and the General Assembly by November 1, 2025. The Executive Order 50 workgroup's first meeting will be held on July 10 at the Virginia War Memorial (621 S Belvidere St. Richmond, VA 23220) in the Schumann Conference Room from 10:00AM to 11:30AM. Please note this is an in person only workgroup meeting and it is open to the public. There is ample on-site parking. An agenda will be disseminated prior to the meeting.
