PURPOSE OF NOTICE: The Department of Environmental Quality (DEQ) seeks public comment on a tentative decision to issue an Upland 401 Water Quality Certification for the Transco-Eden Loop project in Pittsylvania County, Virginia. DEQ also announces a public hearing on the tentative Upland 401 Water Quality Certification decision. The tentative decision to grant the Upland 401 Water Quality Certification would allow certain activities in upland areas, outside of wetlands and streams, that may result in a discharge to state waters. PUBLIC COMMENT PERIOD: September 20, 2025, to November 10, 2025. PUBLIC HEARING: The Institute For Advanced Learning and Research, Barkhouser Auditorium, 150 Slayton Ave, Danville, VA 24540 on October 23, 2025 at 6:00 p.m. Parking available onsite. PURPOSE OF HEARING: To obtain input from the public related to this project for DEQ to consider. See hearing location information above. CERTIFICATION NAME: Upland 401 Water Quality Certification issued by DEQ, pursuant to Code of Virginia § 62.1-44.15:81. APPLICANT NAME, ADDRESS AND CERTIFICATION NUMBER: Transcontinental Gas Pipe Line Company, LLC c/o Joseph Dean, 2800 Post Oak Boulevard; Houston, TX 77506; Certification No. 25-001. PROJECT DESCRIPTION: The Upland 401 Water Quality Certification will allow the construction of a forty-two inch (42”) inside diameter natural gas pipeline approximately 26.8 miles in length from the Virginia/North Carolina state line (36.541640, -79.633178) to Transco Village in Pittsylvania County, Virginia. The project is a component of the upgrade of existing and proposed gas pipeline facilities between Virginia and North Carolina. The use of existing, improved, and new access roads and contractor yards will also be required for the project. Additional ancillary facilities and piping, such as mainline valves (MLVs), cathodic protection, communication facilities, and internal inspection devices will be necessary to support the Project. This Certification addresses project activities in upland areas outside of the U.S. Army Corps of Engineers (USACE) and Virginia Water Protection Permit (VWPP) Program jurisdictional areas or that are not regulated under 33 U.S.C. § 1344. This Certification operates in conjunction with other regulatory actions, including: (a) regulations adopted for land disturbing activities pursuant to the Virginia Erosion and Stormwater Management Act (Va. Code § 62.1-44.15:24, et seq.); and (b) all requirements of the Standards and Specifications approved by DEQ that are applicable to the project. HOW TO COMMENT: DEQ accepts written comments by hand-delivery, e-mail, or postal mail. All comments must be in writing and received by DEQ during the comment period. Comments received after the public comment period ends will not be considered. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. Written comments must include: 1) the name(s), mailing address(es) or email address(es) of the person commenting, and of all people represented by the person; 2) A brief, informal statement on how the proposal affects the person.
