PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit reissuance such as: site-specific information that DEQ may consider when drafting the permit reissuance; the standard content of permits; and how the public can provide comment on a draft permit reissuance. PERMIT NUMBER AND NAME: VPA00830– Synagro Central LLC – Prince George County issued by the DEQ under the authority of the State Water Control Board. NAME AND ADDRESS OF APPLICANT: Synagro Central LLC, 1681 Tappahannock Blvd, Tappahannock, VA 22560. PROJECT DESCRIPTION AND LOCATION: Synagro Central LLC has applied for the reissuance of an existing permit to include 2,456.2 acres, of which 1,946.0 are new acres of agricultural and silvicultural land. This permit was formerly issued to Nutri-Blend, Inc., a company recently purchased by Synagro Central LLC. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in Prince George County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. That notice will include instructions on how to comment and/or request a public hearing on the draft permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit. The public may review the permit application at the website named above, at the public meeting, by appointment at the DEQ office named below, or may request copies of the documents from the contact person listed below.
