PURPOSE OF NOTICE: To announce an informational public meeting regarding an application to reissue an existing permit that allows the land application of biosolids and water treatment plant residuals in Goochland County. PUBLIC MEETING: Monday, October 26, 2026, at 6:00 pm – at Byrd Elementary School Cafeteria, located at 2704 Hadensville-Fife Road, Goochland, VA 23063. PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit reissuance such as: site-specific information that DEQ may consider when drafting the permit reissuance; the standard content of permits; and how the public can provide comment on a draft permit reissuance. PERMIT NUMBER AND NAME: VPA00806 – Synagro Central LLC – Goochland County issued by the DEQ under the authority of the State Water Control Board. NAME AND ADDRESS OF APPLICANT: Synagro Central LLC, 1681 Tappahannock Blvd, Tappahannock, VA 22560. PROJECT DESCRIPTION AND LOCATION: Synagro Central LLC has submitted an application to reissue their existing permit to add 1,444.7 acres of new agricultural and silvicultural land in Goochland County. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in Goochland and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. The permit also requires monitoring and limitations for biosolids containing Per- and Polyfluoroalkyl substances (PFAS).
